Indonesia Issues New Regulation for 5G BWA Equipment

The Indonesian Ministry of Communication and Digital Affairs (Komdigi) has released a new regulation (KM No. 204/2025) that officially requires all 5G Broadband Wireless Access (BWA) equipment to meet certain technical standards in line with IMT-2020 (5G) and ETSI (European Telecommunications Standards Institute) specifications. Telecommunications Equipment and/or Telecommunications Subscriber Station Broadband Wireless Access Devices Based on International Mobile Telecommunications-2020 Technology Standards, hereinafter referred to as SS BWA 5G, are telecommunications equipment and/or telecommunications devices with radio access technology developed by The 3rd Generation Partnership Project for Broadband Wireless Access networks on the user side, which meet the International Mobile Telecommunications-2020 specifications.

This regulation will take effect in May 2025, requiring all 5G BWA customer stations (SS) and base stations (BS) to meet new technical standards for DJID certification under Komdigi. This regulation will come into force on May 23, 2025.

Purpose of KM No. 204/2025

This decree aims to enhance the reliability, safety, and interoperability of 5G networks across the nation. As 5G technology expands into industrial automation, transportation, and smart city ecosystems, Indonesia seeks to align its technical requirements with global 5G frameworks.

Under this new regulation, manufacturers and importers of 5G equipment — including routers, modems, and base stations — must comply with IMT-2020 and ETSI EN 301 908 standards prior to obtaining official telecommunications equipment certification.

The power supply requirements are that the SS BW A 5G must be powered via a wired connection directly (AC) or indirectly (using an AC/DC power converter) to the mains power supply network, and the use of batteries is prohibited.

Impact on Industry and Certification Process

The enforcement of KM No. 204/2025 means that all stakeholders must update their testing and certification documentation. The certification process now involves conformity assessment covering:

  • 5G spectrum efficiency
  • Radio emission and interference
  • Device cybersecurity compliance
  • IMT-2020 protocol validation

As an accredited certification agency, Cerapproval offers end-to-end support for compliance, including:

  • Pre-certification 5G testing
  • Regulatory consulting for Kominfo standards
  • Full assistance through SDPPI certification procedures

Only AC/DC powered SS devices are permitted (without batteries)

✅ EMC testing must follow CISPR 32:2015

✅ RF, power, safety, and spurious emissions testing must be performed using ETSI test specifications

✅ All devices must operate in the n50 band (1432–1517 MHz)

Conclusion

KM No. 204/2025 is a crucial regulatory advancement to secure Indonesia’s 5G ecosystem and align it with international standards. Through IMT-2020 and ETSI compliance, manufacturers can accelerate 5G deployment with guidance from Cerapproval — your trusted certification partner for the digital era.
